Millions of animals still suffer in painful, unnecessary tests—even though modern, reliable alternatives exist and are already accepted by federal agencies. The Replace Animal Tests Act will finally require the use of humane, science-based methods.

WHY This Bill Matters: Despite decades of scientific innovation, outdated and painful animal testing continues to be routinely used by regulated entities—often because they believe these tests are required or expected by U.S. agencies. This continues even when well-established and scientifically reliable non-animal methods are widely available and, in many cases, already accepted for use by regulatory agencies. The Replace Animal Tests Act (Replace Act) ensures that when an approved, scientifically valid, non-animal method exists, it must be used—ensuring that both agencies and regulated entities shift toward humane, modern science. 

 

The Problem:  

  • Millions of animals are used in painful and often redundant regulatory tests each year in the United States.   

  • Entities regulated by agencies such as the Consumer Product Safety Commission, the Food and Drug Administration, the U.S. Department of Agriculture, and the U.S. Environmental Protection Agency continue to rely on animal testing to assess product safety and meet government requirements—even when non-animal alternatives are available and could be used instead. 

  • Ten common regulatory tests, including those for skin and eye irritation, pyrogenicity, and batch safety, are still conducted on animals, despite the availability of scientifically valid alternatives. 

  • While federal law encourages the reduction of animal use, it does not require regulated entities to adopt modern alternatives. 

 

What the Bill Does:  

  1. Requires regulated entities to use approved non-animal methods when available, making it illegal to submit animal testing data in those cases.   

  1. Instructs agencies to provide clear guidance on approved non-animal methods and to pinpoint animal tests that are no longer required.  

  1. Mandates transparency by requiring annual reports on non-animal method usage and animal testing data.   

  1. Reduces harm by ensuring that, in instances where animal testing is still required, it is conducted with the minimum possible harm to the animal.   

 

Precedent & Global Alignment:  

  • California, New York, New Jersey, and Virginia already mandate non-animal methods in certain testing situations.  

  • This bill would align U.S. federal law with modern science and global ethical standards.
